I've never financed a car before. I'm currently paying off a car thats in my sisters name so I don't demand a high payment so that's why I want to get a car for under $8000 until I pay off the other car.
Pitiful, but you won't get a loan. Your credit score is way too low and you've never financed a car before. The reality is that you don't qualify. And that's a good thing because winsome on two car loans in this recession is a bankruptcy in the making.

I'm condign not sure how to handle the title to the car if someone buys my car. Can I get the title to the buyer maybe a week after they buy the car? That would cede to me time to pay the $10,000 toward my original car loan then get a refinance loan for the rest plus just a pygmy more to get a cheap used car. How should I go about doing all of this?
Not steadfast what kind of "refinance" loan you are talking about. After you sell the car, there is no collateral for another loan, unless you can get a bosom loan from a bank, or have a home that you can borrow against. Otherwise, you might be overestimating your ability to come up with a $4K unsecured loan.
Only a very confident buyer would allow you a week to come up with the title to the car. Most such transactions take place at the bank who holds your loan. The purchaser would be there and write his $10K check. You would be there with $4K to give to the bank. The bank would then give the title directly to the purchaser.
As another answerer suggested, you could trade your car at a dealer, who would roll your negative equity into a new loan. But your new "cheap" car wouldn't be so cheap anymore since you would essentially be paying off two loans at once. Besides the agent will only give you wholesale price for your car, not the $10K you might expect.
If possible, it would be better to simply keep your bruited about car and keep paying until you are no longer upside down. Then you'll be able to anything you want with your car.

Please escape. I have moved to a rural area, and have not found a good job yet. My car is dead, my bankruptcy is just about to be cleared, and I'm working as a sub schoolma'm for not enough money, but some.
The cars around here are 8K to start, and that's for 70K miles, etc. I have a very wonderful BF who might take the loan for me and ask me to pay of course... I can't seem to about logically due to guilt and the tremendous recent loss of independence.
Can anyone give me the straight on this? PS by exurban I mean northern, mountainous, snowy, but not necessarily SUV-only territory.

Take to be a Jeep Cherokee (the boxie one, not the grand Cherokee). They are cheap, reliable (I have one and my mom has one and neither of us have had problems *hammering on wood*). They should fit the bill in your area and terrain. You might also consider a Chevy Cavalier that is a few years old.
Any new car is succeeding to be at least 14K after taxes and such. If you buy a used car, especially one in the 7K range, you wont lose much if you sell the car in a few years and get a new car.
