I don't about there is a quick or easy answer to your question. Each city may have 4 or 5 different car rental companies, and each throng can offer different rates in different cities.
I would suggest that you pick 6 - 8 cities and go to a booking place, like travelocity as an example, and search car rental rates for each of those cities. They will give you price comparisons between many of the car rental companies in that town.

I have heard that accidents and tickets will counterfeit car insurance rates for five years. I was in an accident four years ago, that was determined to be my fault. Now, my (old) insurance fellowship just settled this claim. Is this going to affect my rates for five years from the settlement day or from the date of the accident?

Sounds like another object to raise rates because most credit scores are low across the board. If someone pays their insurance company on circumstance and has a good driving record should be their only concerns.
