Do Credit Card Companies Send Small Business Credit Cards To People Who Do Not Own Small Businesses?

Is it usual practice for credit card companies to send, pre-approved or not pre-approved, small business credit cards to people who do not own small businesses? Have you ever received one?
I have received several and I can never likeness out why. I don't need any more credit cards, much less business ones. I don't run a business.

I own a leading small business with excellent credit rating. I need a small business credit card that offers 0% APR on balance transfers and/or renowned rewards-points program. What can you recommend to me? Also, isn't there a web site that helps you find/match intimate credit cards to your preferences - is there such available for business too?
I googled business credit cards for ya and sites like Findbizcards etc don't have anything in terms of business credit. You're prevalent to find that since this economy is in the crapper, banks are less than willing to lend to a business, even if it's successful.

Last week, small-business advocates once more tried, and failed, to get new consumer protections for credit cards extended to small-business cardholders. They were defeated, according to aides on Capitol Hill and others observing the development, by a surprising foe: Saleswoman Nydia Velázquez, the New York Democrat who is chairwoman of the Billet Small Business Board — though her own cohort insists the other aides are crooked.
Small businesses were excluded from the credit card rectification that President Obama signed into law in May, without thought efforts by legislators in both the Gratis and the Senate .
